미국경제, 어디로 가나 [신동아]




벤 버냉키 미국 연방준비제도이사회 의장이 1월17일 워싱턴에서 열린 하원 재무위원회에서 경기침체 대책을 논의하다가 골치 아픈 듯 미간을 찌푸리고 있다.


미국경제가 심상치 않다. 이런 상황은 2년 전부터 예고됐다. 2006년 3월 미국 2위의 모기지 회사인 뉴센추리파이낸셜이 서브프라임모기지(비우량 주택담보대출) 부실로 파산하고, 6월 미국 5위의 증권회사인 베어스턴스가 서브프라임모기지 채권투자 손실로 회생 불가능한 2개 헤지펀드의 문을 닫는다고 밝혔을 때만 해도 이것을 국제금융시장을 뒤흔들 정도의 큰 문제로 여기는 이는 거의 없었다.
이후 2006년 말~ 2007년 초 일련의 대형 국제투자은행들이 이와 관련된 손실규모를 발표하고, 이들과 간접적으로 연동된 파생상품의 위험 수준이 높아지고 나서야 사태의 위험성을 알아차리기 시작했다. 이런 상황이 되자 유럽과 미국의 금융시장을 중심으로 금융기관 신용경색에 따른 시장 유동성 감소 사태가 발생했다.
2007년 8월까지만 해도 미국 중앙은행인 연방준비제도이사회(FRB)는 정책금리 인하를 통해 시장유동성을 추가로 공급하려 하지 않았다. 미국 실물경제에 대한 긍정적 평가가 주류를 이뤘고, 서브프라임모기지 사태로 인한 국제금융시장의 충격은 단기적인 현상이라고 판단했다. 그것 때문에 실물경제에 커다란 영향을 미치는 금리 인하까지 고려할 필요는 없다고 여긴 것이다.
금리 인하의 한계
그러나 2007년 8월 프랑스 BNP파리바은행이 자금부족으로 일부 펀드의 환매 정지를 신청하면서 국제금융시장에 신용경색 우려가 또 한번 급속하게 확산됐다. 유럽의 중앙은행 간 유동성 공급 공조도 이뤄졌고, 국제금융시장이 다시 요동치면서 주요국의 주식시장이 급격한 하락세를 보이기 시작했다. 이런 금융시장의 불안감이 경기에 악영향을 끼칠 것을 우려한 미국 FRB는 결국 2007년 8월 5.25%이던 정책금리를 연말까지 세 차례 전격 인하해 4.25%로 2007년을 마감했다.
이런 유동성 공급 정책에도 불구하고 미국의 주식시장은 일시적 반등 이후 하강세를 지속했다. 시티은행과 같은 초대형 금융기관의 부실위험자산 규모가 알려지면서 미국 시장을 중심으로 한 국제금융시장의 위기론은 더욱 확산됐다. 지난해 12월에는 그동안 견고한 성장세를 보이던 고용지표마저 마이너스 성장으로 돌아섰다. 이에 국제기구와 민간은행들은 2008년의 미국경제 전망치를 하향조정했고, FRB는 2008년 1월 한 달 동안에만 두 차례에 걸쳐 정책금리를 추가로 총 1.25%포인트 인하하는 강도 높은 정책을 실시했다.
금리인하정책은 미국 금융시장의 불안과 미국경제의 침체에 대한 우려를 동시에 호전시킬 수 있는, 두 마리 토끼를 잡기 위한 시도였다. 그러나 실질적 효과에 대해서는 찬반 양론이 팽팽하다. 지금까지 나온 평가를 요약하면 다음과 같다.
“금리인하로 금융시장을 일시 안정시키는 효과는 있으나 어떤 형태로든 국제금융시장 질서의 재편이 불가피하다. 미국 실물경제에 대한 영향은 인플레이션 우려로 인해 제한적일 것이다. 부시 행정부의 세금환급 발표와 큰 폭의 금리인하 조치가 경기를 반등시킬 수 있는지에 대해서도 회의적이다. 1991년이나 2001년 경기침체기에 큰 폭의 금리인하조치를 통해 경기가 살아난 것은, 지금 미국이 갖지 못한 에너지를 그때는 갖고 있었기 때문이다.”
미국의 국가채무와 무역적자는 나날이 늘어가고 있다. 달러화 약세만으로 이를 견뎌내는 데는 한계가 있다. 미국산업과 미국제품의 국제경쟁력은 혁신과 가격 양면에서 지난 20여 년 동안 신흥국 경제의 거센 도전을 받아왔으며, 이 추세는 현재진행형이다. 미국의 대규모 무역적자폭을 줄이는 것을 골자로 하는 글로벌 불균형 해소를 위한 국가 간 협력 과정이나, 교토협약처럼 글로벌 환경 문제에 대한 국제공조 과정에서 보인 미국의 비협조적 자세는 국제경제에서 미국의 리더십을 의심케 하는 실마리를 제공한다.
아시아 외환위기 이후 미국의 안전자산으로 흘러들어간 해외 금융자본은 더 이상 미국시장을 예전처럼 매력적으로 보지 않고 있다. 미국의 부동산 경기는 하락세를 지속하고 있으며, 이는 미국인의 소비성향을 위축시켜 내수 위주의 미국경기를 더욱 침체시키는 압력으로 작용하고 있다. 경기침체는 고용시장의 불안정을 초래해 실업을 증가시킬 것이며, 이는 내수시장의 추가적인 위축을 가져와 침체가 현실화할 수도 있다. 이 경우 미국도 일본처럼 장기 불황에 빠질 가능성이 있다.
미국경제는 안팎으로, 그리고 금융시장과 실물시장에 걸쳐 총체적 도전에 직면했다. 더구나 이것이 단기적으로 형성된 것이 아니라 시간을 두고 오랫동안 진행돼왔다는 점에서 매우 우려스럽다.
경제 건실성 약화 뚜렷
서브프라임모기지 사태는 미국의 금융시장과 실물경제가 악화되는 과정에서 취약 부분이 먼저 터져나와 발생했다. 이로 인해 최초의 부도 기업이 발생한 이후 불과 1년 반 만에 국제사회는 이보다 훨씬 큰 경제 문제를 놓고 고민하게 됐다. 과연 이것이 국제금융시장에 어느 정도의 변화를 몰고 올 것인지에 대해 다양한 논의가 이뤄지고 있다.
미국은 지난 5년간 평균 3% 수준의 경제성장률을 기록했다. 그러나 2007년에는 2.5% 성장한 것으로 드러나 하락추세가 뚜렷하다. 대외부문에서 경상수지 적자가 계속 누적되고 있으며 물가와 저축률은 큰 변화를 보이지 않고 있다. 다만 산업생산성 부문만 다소 약세를 보이고 있어 전체적으로 경제의 건실성이 약화된 것이 분명하다.
미국경제에서 소비가 차지하는 비중은 70% 정도로 2007년 소비증가율의 감소는 전체 경제성장률을 떨어뜨린 주요 원인으로 보인다. 그리고 최근 2년간 주택건설 부문에서 급격한 퇴조가 눈에 띄는데, 이는 서브프라임모기지 사태의 영향 때문인 것으로 보인다.
2007년 말 현재 가구당 가처분소득 대비 부채 비중은 평균 130% 수준이며, 개인부채의 상당부분이 주택 구입에 사용됐다. 미국 주택가격(S·P/Case-Shiller 주택지수)은 2005년을 정점으로 하락세다. 모기지 회사의 대출조건도 까다로워졌고 주택건설 투자율도 2005년 이후 급격한 하락세를 보이고 있다. 즉 부동산시장은 하락세로 전환한 것이 분명하다.
부동산시장이 하락세에 있을 때 시장금리가 떨어지지 않는다면 대출을 통해 주택을 구입한 개인이 파산할 가능성이 커진다. 따라서 최근의 금리인하 조치는 개인파산을 막는 데는 효과적일 것이다. 그러나 부동산시장 전반의 활성화를 기대하기는 어렵고, 따라서 개인의 소비에 미치는 영향도 크지 않을 것으로 예상된다.
부양정책 효과 불투명
최근 부시 정부가 내놓은 1500억달러에 달하는 세금환급 조치도 소비보다는 개인 부채를 상환하는 데 우선적으로 사용될 가능성이 크다. 미국의 가구가 평균적으로 보유한 모기지, 자동차 할부, 신용카드 부채가 전체 보유 자산의 18.7%에 달하는 것으로 추정되기 때문이다. 즉 세금환급 조치가 소비에 미치는 영향은 미미할 것으로 전망된다.
경기침체에 대한 우려는 다른 곳에서도 나타난다. 2007년 12월 미국의 일자리 수는 2003년 8월 이후 최초로 감소했다. 특히 그동안 고용시장을 견지해온 서비스 부문에서 가장 큰 폭의 고용감소 현상이 나타났다. 이는 미국 정부의 진단과 정면으로 배치되는 현상으로 경기침체의 분명한 신호로 인식됐다. 지난해 대부분의 국제기관은 2008년 미국의 경제성장률을 2% 안팎으로 전망했으나, 새해 들어 IMF(국제통화기금)가 1.4%, 골드만삭스는 0.8%로 하향조정해 경기침체설에 무게를 싣고 있는 상황이다.
‘경기침체’는 최소 반년 동안 마이너스 성장을 기록할 때 공식적으로 사용되는 용어다. 따라서 아직은 미국의 경기침체설이 기정사실화한 게 아니다. 다만 경기침체는 어느 정도 시간이 경과해야 확인되므로 미국이 경기침체 초기단계에 이미 진입해 있을 가능성도 배제할 수 없다. 분명한 것은 미국의 경기부진이 엄연한 사실이며, 최근 들어 경기 경착륙(경기가 갑자기 냉각해서 주가가 폭락하고 실업자가 폭증하는 현상) 가능성이 다소 커졌다는 점이다.
저명한 국제거시경제학자이자 국제금융학자인 누리엘 루비니 뉴욕대 교수는 최근 자신의 블로그에서 “지금 미국이 처한 상황을 1930년대 대공황기 이전과 비교하기에는 매우 이르나, 금융시장의 체계적 위험수준을 볼 때 근래 미국이 겪은 어떤 경우보다 더 큰 위기상황이 나타나고 있는 것은 사실이다”라고 경고했다. 노벨경제학상 수상자인 조지프 스티글리츠 컬럼비아대 교수 또한 미국경제 침체설을 강하게 주장하면서 무역적자 해소를 무시한 경제정책의 실패가 주요 원인이라고 지적했다.
“혼란 정도이지 금융위기는 아니다”
반면 영국 런던에 소재한 유럽 경제학자 연구 네트워크 CEPR(Centre for Economic Policy Research) 소장 리처드 포테스 런던 비즈니스스쿨 교수는 “지금의 미국경제는 금융시장에서 일시적으로 나타나는 혼란(turmoil) 정도이지 금융위기(financial crisis)로 이어질 만한 수준은 아니다”라며 낙관론을 펴고 있다.
금융시장이나 실물경제는 다양한 신호에 의해 영향을 받고 자신이 생각하는 방향으로 흘러가는 경향이 있다. 따라서 시장 핵심 참여자들의 경우 실제 사실과 상관없이 본인이 원하는 방향에 맞는 의견을 시장에 제시해 시장 흐름을 유도하려는 경우도 있다.
시장의 흐름이 어느 한 방향으로 정착되지 못할 때 이러한 경향은 더욱 뚜렷해지게 마련인데, 현재 미국 금융시장과 미국 실물경제가 처한 상황이 이와 비슷하다. FRB가 취한 금리인하 조치가 한 예다. FRB는 금리인하가 실물경제에 미치는 압력이 예전에 비해 훨씬 높은 상황인데도 이를 단행했다. 석유가격이 배럴당 100달러로 치솟은 마당에 인플레이션 압력을 감수하면서 취한 조치다. 이는 2001년 9·11사태 이후 경기침체 신호가 켜지자 FRB가 정책금리를 1.75%포인트까지 내렸을 때와는 사정이 판이하다.
결론적으로 미국경제는 구조적으로 유럽형의 하향 안정세를 보일 가능성이 크다. 즉 예전과 같은 3% 수준의 실질성장률을 앞으로도 기대하기는 어려울 것이며, 1~2% 선의 성장을 보이는 구조적 변화가 이뤄질 가능성이 크다. 이는 미국이 취할 수 있는 경제정책의 내적 모순성 탓이다.
대표적인 예로 금리인하 정책을 살펴보자. 금리인하의 목표는 금융시장에 추가 유동성을 공급해 신용경색 문제를 완화함으로써 시장안정을 추구한다는 금융시장적인 측면과, 이자 부담을 덜어 개인 신용도를 개선하고 부동산시장의 하락세를 늦춰 개인의 소비 감소세를 둔화시키며 기업 투자도 촉진한다는 실물경제 측면으로 나뉠 수 있다.
반면 인플레이션 압력이 증대해 소비재 가격이 상승하고 노동임금의 상승 압력이 높아져 기업 채산성이 악화될 가능성이 커진다. 즉 소비와 투자 효과가 줄어들게 되는 부정적 측면도 있다. 다른 한편으로 달러화 약세가 지속되면서 무역수지를 개선시키는 효과도 노릴 수 있으나 달러화 표시 자산의 가치 하락이 동시에 이뤄지므로 전체적인 효과는 미지수다.
이렇듯 금리인하 정책은 여러 가지 요인이 상충하면서 실물경제에서는 과연 어떤 효과가 더 크게 나타날지 확실치 않다. 다만 단기적으로는 금융시장에서 긍정적 요인이 우세하기 때문에 금융시장의 요구에 우선적으로 대응한 정책이라는 인상을 지우기 어렵다.
경제 부양책의 내재적 모순
그러나 금리인하가 중장기적으로 미국 금융시장에 미치는 영향은 부정적이다. 달러화 표시 자산가치의 하락으로 미국시장으로부터 금융자본의 이탈이 더 빨라질 것이다. 이는 미국 금융시장의 경쟁력을 약화시켜 금융 서비스 부문에서 고용감소나 미국 소비자의 보유 자산가치 하락으로 연결될 수 있다.
만약 미국 정부의 의도대로 소비가 늘어난다고 치자. 소비 증가는 달러화 약세에 따른 국내 생산품의 수요 증대로 이어져 내수를 증대시키는 요인으로 작용할 것이지만, 기업의 투자가 이뤄지지 않을 경우 과소비로 이어져 외채를 늘리는 역효과를 낳게 된다. 미국 기업의 국제경쟁력은 이미 많은 분야에서 세계 1위 자리를 내주고 있고, 획기적인 기술혁신 에너지가 부족해 투자를 촉진하기 어려운 상태다. 결국 외채를 줄이려면 소비를 줄이고 투자를 증대시켜야 하는데 소비를 줄이면 미국경제의 성장동력이 감소하게 된다. 이것이 바로 미국의 경제부양정책에 내재된 모순이다.
1990년대에 국제사회에 불어닥친 세계화의 물결은 영미권의 전통에 입각한 규범이 글로벌 스탠더드로 인정되는 계기를 만들었고 영어를 국제표준어로 확실하게 자리매김시켰다. 또 뉴욕은 런던과 함께 세계 최고의 금융센터로 부상했다. 미국은 세계화 과정에서 가장 큰 수혜자였으며,미국경제는 1991년 이래 두 번의 단기 하락세를 보인 것을 빼고 역사상 가장 긴 호황기를 누렸다.
신흥 경제강국들이 버팀목
이처럼 세계화의 중심에서 가장 큰 수혜를 입은 미국이 아이러니하게도 지금은 실물부문에서 세계 최대의 무역적자국으로 전락했다. 국제금융시장에서 감도는 금융위기설의 진앙지가 되면서 세계 금융 최강국이라는 위상마저 위협받고 있다. 미국은 제2차 세계대전이 끝난 뒤 무역에서는 자유무역을 주창하는 리더로서 관세와 무역에 관한 일반협정(GATT)을 창설하고, 국제금융과 국제개발협력 분야에서 세계은행과 국제통화기금 창설을 주도했다. 그런 미국으로 인해 지금 새로운 국제 경제질서 패러다임의 등장이 예고되고 있는 것이다.
이미 세계은행과 국제통화기금에서는 신흥경제국의 지위를 격상하는 방향으로 지배구조의 혁신을 시작했으며, 미국과 유럽의 지분은 감소할 것으로 전망된다. 과연 미국은 세계경제 보안관의 임무를 계속 수행하려 할 것인가.
미국이 소비에 의존한 경제성장 모형을 추구할 경우 기업의 국제경쟁력을 획기적으로 개선해야만 외채의존도를 줄여 미국경제의 성장동력을 다시 살려낼 수 있다. 미국 자동차산업의 개척자 헨리 포드는 1913년에 조립라인을 발명해 대규모 생산이라는 개념을 최초로 도입한 공업생산의 선구자이기도 하다. 그는 자신이 고용한 노동자에게 일당 5달러(1999년 미국의 시간당 최저임금이 5.15달러임)라는 파격적인 수준의 임금을 제공함으로써 노동자들이 자신이 만든 자동차를 구매할 수 있게 해 자동차산업의 성장을 이끈 비전 있는 기업가였다. 오늘날 그런 정책이 다시 등장한다면 미국 소비자들은 임금의 많은 부분을 해외 제품 구매에 쓸 것이다.
미국경제가 건강을 회복하려면 개인의 채무를 줄여 국가의 재무상태를 개선하고 미국제품의 경쟁력을 높여 미국 소비자가 자국 제품을 소비하도록 해야 한다. 즉 미국 기업의 경쟁력을 높이는 방법만이 미국경제를 회복시키는 관건이 될 것이다. 이것이 선행되지 않는다면 미국은 보호주의 색채를 강화해 자국 산업을 보호하는 정책을 쓸 가능성도 있다. 이 경우 미국은 세계경제와 정치 리더로서의 위상을 포기해야 한다. 물론 시계추를 돌리기에는 세계화가 너무 진행된 감도 있다.
미국경제의 성장 엔진에서 힘이 빠져나갈 때 다른 나라에는 어떤 영향을 미칠까. 다행스럽게도 그리 큰 영향을 미치지 않을 것으로 보인다. 브릭스(BRICs, 브라질 러시아 인도 중국)를 비롯한 신흥 경제강국들이 세계경제의 성장 에너지를 충분하게 갖춘 것으로 보이기 때문이다.

P&G to Buy Gillette

NEW YORK (Reuters) - Procter & Gamble Co. on Friday said it would buy Gillette Co. in a deal worth about $55.6 billion, uniting two of the world's largest makers of household goods ranging from Pampers diapers to Duracell batteries.
The combined company would boast more than $60 billion in annual revenue, giving it increased clout with retailers on matters such as product prices and shelf space.
The deal will bolster key P&G lines such as personal products and health care. After the acquisition, half of P&G's portfolio will be made up of health-care, personal-care and beauty products, all high-growth segments of the industry, P&G Chairman and Chief Executive A.G. Lafley said.

"It's almost a dream deal," said Fred Burke, president of Johnston Lemon Asset Management in Washington, which manages about $170 million. P&G makes up 3 percent to 4 percent of the firm's holdings.
The acquisition, confirmed early on Friday, initially valued Gillette at an 18 percent premium to its closing stock price Thursday, giving the deal a value of about $57 billion.
P&G, which also unveiled a stock buyback of up to $22 billion, promised cost cuts of up to $16 billion and warned of layoffs of 4 percent of the combined work force of 140,000.
Gillette shares were up 12.9 percent at $51.56 in afternoon trading on the New York Stock Exchange, while P&G, a component of the Dow Jones industrial average <.DJI>, slipped 2 percent to $54.20.
The Federal Trade Commission will do a full-fledged investigation of the deal and may require P&G to divest some brands in overlapping lines of business, such as deodorants and oral care, said Robert Skitol, an antitrust lawyer with the firm Drinker Biddle. "Other than that, the expectation will be that this will be allowed."
"The overlaps are minimal," P&G Chief Financial Officer Clayt Daley told Reuters in an interview. "There are some and so we'll obviously need to work with the government authorities on hopefully resolving those overlaps."
European Union antitrust chief Neelie Kroes said she expected to review the deal.
P&G executives said they expect to close the acquisition, by far the company's largest deal ever, this fall.
Gillette's chairman and chief executive, James Kilts, will become P&G's vice chairman-Gillette. Kilts said he will remain with P&G for at least a year and roll his Gillette stock and options into P&G shares, which he will hold for at least two years.
THE HAPPY 'ORACLE'
The deal has the key support of billionaire investor Warren Buffett, whose Berkshire Hathaway Inc. has a 9 percent stake in Gillette.
Buffett said he would raise his holding in the combined company by 7 percent, to 100 million P&G shares, a $350 million investment at current prices.
Burke said that "when Buffett came out with his comments and he said he is going to buy additional shares of P&G — that seals the deal."
P&G raised its target for annual sales growth to a range of 5 percent to 7 percent, from 4 percent to 6 percent.
Analysts estimated that the deal would reduce P&G's earnings by 15 cents to 28 cents a share in fiscal 2006, which begins in July, but said that was outweighed by the strategic benefits.
The deal "creates an enterprise unmatched in geographic reach and competitive positioning … and targeted synergies of $14 billion to $16 billion are massive," said William Schmitz, analyst at Deutsche Bank Equity Research.
Morgan Stanley analyst Bill Pecoriello upgraded P&G to "overweight" from "equal-weight."
Moody's Investors Service said it may cut its debt rating on P&G, while Fitch Ratings said it may cut its debt ratings on P&G and Gillette, due to the acquisition plans.
Ratings downgrades usually raise borrowing costs. Daley said P&G has shared its projections with ratings agencies.
The acquisition would be the largest transaction since J.P. Morgan Chase & Co. purchased Bank One Corp. for $56.8 billion a year ago, according to research firm Dealogic.
Cincinnati-based P&G is swapping 0.975 shares of its stock for each Gillette share. P&G said its plan to buy back $18 billion to $22 billion of stock over the next 18 months means, essentially, that it is buying Gillette for 60 percent stock and 40 percent cash.
The deal values Gillette at 28 times projected 2005 earnings, a 40 percent premium over Colgate-Palmolive Co.'s price/earnings ratio of 20 and double the P/E ratio of battery maker Energizer Holdings Inc.
THE AD GAME
As is the case in many big deals, this one will have repercussions across many industries. In this case, the acquisition sent shudders through the advertising world as P&G, notoriously demanding of its ad agencies, gained even more heft.
"There will be pressure on the ad agency side. One way you cut costs is to consolidate agencies and get better deals," said media analyst Lorna Tilbian of Numis Securities.
P&G spent $5.76 billion on advertising in 2003, according to the most recent figures available, well ahead of Unilever's $3.54 billion, Advertising Age said.
Gillette's advertising is handled mostly by Omnicom's BBDO agency, with additional work around the globe by Havas's Arnold Worldwide, independent Acme Idea Co., Interpublic's Lowe & Partners, WPP's Ogilvy & Mather and Publicis's Leo Burnett.
"If you're the agency of a brand that gets bought by P&G, you would be more worried than happy," said an advertising industry executive who asked not to be named.
However, Procter & Gamble has shown a tendency to avoid putting all of its advertising at one company. It currently has its ad accounts spread around the industry, clustered at France's Publicis and New York-based Grey Global, which has been acquired by WPP.
SHELF SPACE
"Procter & Gamble is paying quite a bit for this," said Lauren DeSanto, a Morningstar analyst who covers P&G and Gillette. "They obviously see growth in some sectors they are not in and they are paying up for that."
The deal would give P&G strength in categories where it currently has little presence, including shaving supplies, where Gillette ranks No. 1 worldwide. It also expands P&G's retail shelf space, possibly giving it more leverage in price negotiations with retailers.
Hayes Roth, vice president of worldwide marketing at branding firm Landor Associates, said the deal makes sense for P&G, which already has a strong presence in women's grooming.
"This gets them into the men's grooming and cosmetic business — a segment they've thirsted after for awhile," he said.
Gillette's stock has climbed about 70 percent since the beginning of 2003, and profits jumped as the company focused on premium-priced products such as M3Power razors and employed long-term contracts to control rising raw material costs.
P&G said it would maintain a strong presence in the Boston area, where Gillette is based. Job cuts are likely to come from both companies.

Load Up the Pantry

I don't want to alarm anybody, but maybe it's time for Americans to start stockpiling food.
No, this is not a drill.
You've seen the TV footage of food riots in parts of the developing world. Yes, they're a long way away from the U.S. But most foodstuffs operate in a global market. When the cost of wheat soars in Asia, it will do the same here.
Reality: Food prices are already rising here much faster than the returns you are likely to get from keeping your money in a bank or money-market fund. And there are very good reasons to believe prices on the shelves are about to start rising a lot faster.
"Load up the pantry," says Manu Daftary, one of Wall Street's top investors and the manager of the Quaker Strategic Growth mutual fund. "I think prices are going higher. People are too complacent. They think it isn't going to happen here. But I don't know how the food companies can absorb higher costs." (Full disclosure: I am an investor in Quaker Strategic)
Stocking up on food may not replace your long-term investments, but it may make a sensible home for some of your shorter-term cash. Do the math. If you keep your standby cash in a money-market fund you'll be lucky to get a 2.5% interest rate. Even the best one-year certificate of deposit you can find is only going to pay you about 4.1%, according to Bankrate.com. And those yields are before tax.
Meanwhile the most recent government data shows food inflation for the average American household is now running at 4.5% a year.
And some prices are rising even more quickly. The latest data show cereal prices rising by more than 8% a year. Both flour and rice are up more than 13%. Milk, cheese, bananas and even peanut butter: They're all up by more than 10%. Eggs have rocketed up 30% in a year. Ground beef prices are up 4.8% and chicken by 5.4%.
These are trends that have been in place for some time.
And if you are hoping they will pass, here's the bad news: They may actually accelerate.
The reason? The prices of many underlying raw materials have risen much more quickly still. Wheat prices, for example, have roughly tripled in the past three years.
Sooner or later, the food companies are going to have to pass those costs on. Kraft saw its raw material costs soar by about $1.25 billion last year, squeezing profit margins. The company recently warned that higher prices are here to stay. Last month the chief executive of General Mills, Kendall Powell, made a similar point.
The main reason for rising prices, of course, is the surge in demand from China and India. Hundreds of millions of people are joining the middle class each year, and that means they want to eat more and better food.
A secondary reason has been the growing demand for ethanol as a fuel additive. That's soaking up some of the corn supply.
You can't easily stock up on perishables like eggs or milk. But other products will keep. Among them: Dried pasta, rice, cereals, and cans of everything from tuna fish to fruit and vegetables. The kicker: You should also save money by buying them in bulk.
If this seems a stretch, ponder this: The emerging bull market in agricultural products is following in the footsteps of oil. A few years ago, many Americans hoped $2 gas was a temporary spike. Now it's the rosy memory of a bygone age.
The good news is that it's easier to store Cap'n Crunch or cans of Starkist in your home than it is to store lots of gasoline. Safer, too.

8 High Dollar Careers That Aren't Slowing Down

Want a hot, in-demand career with a solid income? Whether you're just beginning your education or returning to college, there are several fast-growing professions that show no signs of slowing down through the end of the decade -- and they pay well!
Let's look over some fast-track career fields that offer strong salaries with room to grow:
1. Commercial Loan Officers
Commercial loan officers work for banks, credit unions, and other lenders to help them analyze loan applicants for their consumer credit history and financial status. You'll need strong financial skills and a degree in business, economics, sales, or banking. Many online finance degrees can get you up to speed in a hurry.
According to Salary.com, the national average of entry level earnings for commercial loan officers ranges from $55,475 to $71,382 with $3,000-$7,000 in bonuses. After six to eight years of experience, commercial loan officers can earn between $95,015 and $116,670, to a top salary of $128,034.
2. Financial Analysts
Financial analysts develop critical revenue projections and investment analyses for individuals or companies. There are online MBA or undergraduate business degree programs offering courses in statistics, accounting, economics, and business law that can prepare you for this fast-growing field.
The national annual salary range for entry level analysts is between $40,632 and $51,982, but with seven years experience, you'll leap into the $90,690 to $99,972 range.
3. Senior Database Administrator
A senior database administrator can design, maintain, and crunch a company's database to dramatically affect the operational bottom line. An online technology degree or computer programming degree can provide fundamental skills necessary to thrive in this IT career. You'll need at least a bachelor-level IT degree to play on this rewarding field.
The U.S. Department of Labor (DOL) reports that senior database administrator jobs will grow faster than the average rate for all career groups through 2014. And you'll look forward to your paycheck. Top salaries range from $90,690 to $113,849, with a top tier around $125,379.
4. Network Security Administrators
Like their database cousins, network security administrators are among the fastest-growing career groups in the nation. In this role, you'll be the architect and security watchdog for an organization's voice systems, LAN/WAN, and telecommunications networks.
You'll need at least an IT bachelor's degree to compete, and you can better your prospects through online IT network certification and graduate-level IT programs. But it's worth it. Top annual salaries range from $61,117 to $100,685, with a high end around $123,585.
5. Registered Nurses
There's no shortage of nursing jobs. According to the U.S. Department of Labor, nurses make up the second-largest career group in the country. There are registered nurses and registered nurses with bachelor's degrees. The difference in earnings and the ceiling on your career can depend on your willingness to enroll in an online RN to BSN degree program.
Consider the evidence: entry level wages for an RN floor nurse range $53,398 to $68,263. Nurses who want to move into supervisory positions better their chances for advancement with a BSN degree. For example, head nurses average between $74,965 to $97,276, and head operating room nurses average from $80,084 to $112,090.
6. Web Interface Design Directors
Among all the graphics design professions, the U.S. Department of Labor predicts that Web designers with animation experience will have the best job prospects through the decade. And, among these, Web interface design directors are the best earners. You can enroll in online graphics design degree programs and software courses to bone up on the latest graphical user interfaces (GUIs), usability trends, and code management techniques.
In return, look for the national earnings average of $47,551 to $66,277 for entry level designers to ramp up to a muscular $121,310 to $141,662 range -- with top salaries at $148,374 -- for senior interface design directors.
7. Restaurant General Managers
Restaurant general managers work for major restaurant chains, private bistros, hotels, resorts, and casinos. The Department of Labor predicts the best opportunities will be for salaried managers as opposed to self-employed restaurateurs. Either way, you'll prosper from completing a hospitality management program.
National average wages for restaurant GMs range from $53,255 to $60,765, with an average at $70,546 for managers of fine restaurants.
8. Paralegals
Paralegals provide critical support to attorneys, law offices, corporate legal departments, courts, and government agencies. The Department of Labor predicts brisk growth in the field, especially for graduates of paralegal courses offered through online paralegal degree programs.
The national salary range for entry level paralegals is from $36,641 to $49,754, however, paralegals with eight years experience may earn upwards of $86,666.

미국산 쇠고기, 이것이 궁금하다 우리 정부가 사실상 미국산 쇠고기의 전면 수입을 허용키로 함에 따라 미국산 쇠고기의 안전문제 등에 대한 의문이 제기되고 있다. 현재 미국산 쇠고기를 수입하고 있는 나라는 전 세계 117개국이다. 이 가운데 미국산 쇠고기를 수입하면서 연령, 부위 등 제한을 두고 있지 않은 나라가 97개 국가다. 미국산 쇠고기에 광우병 우려가 전혀 없다고 할 수는 없지만, 상당수 국가들은 이런 우려를 거의 무시한 채 미국산 쇠고기를 먹고 있는 셈이다. 우리나라도 앞으로 광우병을 발병시킬 우려가 있는 '특정위험물질(SRM)'을 제외한 모든 부위를 수입·시판하게 된다. 특정위험물질은 도축 당시 30개월 미만인 소의 경우 편도와 소장 끝 등 2개 부위이다. 30개월 이상인 소는 편도, 소장 끝, 뇌, 눈, 머리뼈, 등뼈, 등뼈 속 신경 등 7개 부위가 해당된다. 소비자들 사이에 제기되고 있는 몇가지 궁금한 점을 알아본다. ①미국은 광우병 안전국인가?172개 국가가 참여한 '국제수역사무국(OIE)'은 작년 5월 미국에 '광우병 위험 통제 가능 국가' 지위를 부여했다. 특정위험물질이 제거된 미국산 쇠고기는 다른 나라가 수입해 먹어도 안전하다는 판정을 내린 것이다.미국에서 소 광우병이 3건(2003· 2005·2006년)밖에 발생하지 않은 점, 광우병에 감염된 미국인도 대개는 미국이 아닌 영국 등 다른 나라에서 광우병에 걸린 점, 도축 과정에서 특정위험물질이 안전하게 제거되고 있는 점 등이 감안, 미국산 쇠고기를 안전하다고 판정한 것이다. ②한국 소도 미국산 사료를 먹지 않나?미국은 1997년 광우병 전파를 막기 위해 소의 뼈나 내장 등을 갈아 만든 동물성 사료를 소에게 먹이지 못하게 조치했다. 우리나라도 미국에서 광우병이 처음 발생하기 전인 2000년부터 동물성 사료의 수입 및 사용 금지 조치를 취했기 때문에 동물성 사료에 의한 광우병 전파가능성은 없다는 것이 농림수산식품부의 설명이다.③LA갈비·사골·꼬리·곱창·막창 먹어도 되나?소의 특정위험물질을 먹지 않으면 사람은 광우병에 걸리지 않는다는 것이 국제적으로 통용되는 정설이다. 그러나 특정위험물질은 굽거나 끓여도 안전하지 않다. LA갈비·사골·꼬리 등 단순히 뼈만 포함돼 있으면서 특정위험물질이 들어있지 않은 부위는 염려없이 먹을 수 있다. 곱창·막창 등 내장도 특정위험물질인 '소장 끝' 부분만 확실하게 제거하면 된다는 것이다. 등뼈가 포함된 T-본 스테이크도 30개월 미만 소에서 나온 것은 안전하다고 농림수산식품부는 설명한다. 미국에서 도축되는 소의 나이는 20개월 미만이 97%를 차지하고 있고, 도축될 때 평균 나이는 17개월이다. 광우병이 30개월 이상 소에게서 주로 나타나기 때문에 이런 부분에서 안전하다는 것이 미국측 주장이다.④왜 미국은 쇠고기 수출에 집착하나?미국에 광우병이 발생해 쇠고기 수출이 막히기 직전인 2003년 미국이 한국에 수출한 쇠고기는 약 20만t, 8억5000만 달러였다. 당시 한국은 일본, 멕시코 등과 함께 미국산 쇠고기의 세계 3대 수출 시장에 속했다.미국의 쇠고기 수출량은 2003년에 약 114만t으로 정점에 올랐다. 하지만 광우병 발생 이후 2004년 20만t, 2005년 31만t, 2006년 51만t, 2007년 65만t 등으로 과거 수출량을 회복하지 못하고 있다. 큰 타격을 받은 미국 축산 농가의 목소리를 미국 정부와 의회가 외면하지 못한 것이다.⑤다른 나라는 어떤 조건으로 수입하나?중국, 대만, 홍콩 등 수입 제한을 하는 12개 국가는 '30개월 미만 소에게서 뼈를 제거한 살코기'만 수입을 허용하고 있다. 베트남, 러시아 등 7개 국가는 30개월 미만의 소에게서 나온 뼈와 살코기의 수입을 허용하고 있다. 가장 엄격한 기준을 두고 있는 일본은 소의 도축 당시 나이를 20개월 미만으로 제한하는 대신 살코기뿐만 아니라 뼈(갈비), 내장 등도 수입한다. 농림수산식품부 관계자는 "우리와 식습관이 비슷한 일본, 중국, 대만, 홍콩 등 아시아 국가들도 2007년 5월 미국이 '광우병 위험통제 가능 국가'로 지정된 이후 수입조건을 완화하는 협상을 진행 중이거나 준비 중"이라고 말했다.⑥미국산 쇠고기가 왜 한국서 인기가 높나?미국산 쇠고기는 호주·뉴질랜드산보다 '고소하고 부드러운 맛'으로 한국 소비자들에게 인기가 높다. 한우 맛에 가장 가깝다는 것이다. 주로 목초만 먹여 길러 지방이 고르게 퍼지지 않은 호주·뉴질랜드산과 달리, 미국산은 마지막 사육 단계에서 곡물만 먹여 지방이 고르게 퍼진 육질을 만들기 때문이다.
